WG-T | Kapuas Hulu – Working Group on Forest Land Tenure (WG-Tenure) in cooperation with Impartial Mediator Network (IMN) and KPH Kapuas Hulu organized a Mediation Training Program for Natural Resources Conflict Resolution in Putussibau. The Training Program supported by GIZ, was going on from 11 to 15 February 2015. Law number 41 of 1999 on Forestry, opening a space to forestry resolution that can be done through non-litigation line (extrajudical), where one of the available methods is through mediation.
As a matter of fact, this alternative method of extrajudicial resolution is frequently come upon some constraints, such as the lack of understanding and capacity of the party concerning a necessary approach, the lack of encouragement from government policy that support this approach, and the lack of information access or success story from the implementation of this approach process. It is therefore, an improvement of human resources capacity will be needed, specifically to the party that involved in the mediation as an alternative method on natural/forest resources conflict resolution that is happening.
The training program that held in Hotel Sanjaya, Putussibau, Kapuas Hulu was another program of WG-Tenure in order to increase the capability resources of the party. The training program divided into 2 sessions, the first one was held on 11 to 13 February, involving Government elements and NGO/LSM, focusing on mediation technique. While the second session was held on 14 to 15 February 2015, involving some people from (Desa Benua Tengah, Desa Setulang, Desa Rantau Praat, Desa Sungai Uluk Palin, Desa Tanjung Lasa, Desa Padua Mendalam), in this session the focusing subject is negotiation technique.
Some subjects that learned in this program including: (1) Policies related to conflict; (2) Introduction of conflict resolution; (3) Conflict analysis simulation; (4) Negotiation simulation; (5) Negotiation technique; (6) Simulation of negotiation strategy; (7) Negotiation technique; (8) Mediation simulation; (9) Mediation on customary law and Islamic law; (10) Compile agreement documents; and (11) Contract arrangement simulation.
Through this training program, it is expected to increase the capability and comprehension from the party toward the concepts and skills of mediation as another alternative resolution of natural resources conflict. In this training program, an agreement reached on Action Plan (RTL/Rencana Tindak Lanjut) which its realization is a meeting between the community and the team from WG-Tenure, regarding mediation program that will be held.
