Bureaucracy Resist Carbon Emissions

One of diplomatic policies that missed in the era of President Susilo Bambang Yudhoyono is environmental problems, specifically concerning carbon emissions made by Indonesia. Indonesia has been too long mesmerirized by “green gold” that resulting in an important exchange but let an illegal logging of forests happened everywhere.

With the absence of environmental strategy, specially carbon emission reductions that approved by carbon trading in Kyoto Protocol, Indonesia will be left behind by other countries, thus we will suffer a financial loss in our future in trading sector. The mist that covered the half of Singapore and Malaysia last week was the worst in the last 16 years and potentially cornering Indonesia in economic and trading sector, it is not only prevail in Southeast Asia region, but also on a global scale.

Several countries in the world has started to make carbon emission as a new economic source to manage international trading towards a reduction of the impact of greenhouse gas emission. Illegal logging in Indonesia caused an increase of Pollutant Standards Index (PSI)that is up to 156, it is the highest after Singapore surrounded by “Indonesia’s gases” in 1997 that was up to 226 of PSI.

Indonesia is under the government of President Yudhoyono who was currently in his democratic experiment during his supremacy since the year of 2004, that practically incapable of providing concrete policies to struggling the diplomacy of carbon emission reductions that accord with Kyoto Protocol. There are three factors that we find how weak the government of Indonesia in dealing with their incapability of  participating the greening of the world by reducing pollutions.

Firstly, commercial interests become overly dominant which run over the concerned of many countries on its own discretion over an environmental security, specifically the one that related to carbon emissions. This situation has been happening for a long time and it caused a drastic climate change that is difficult to predict without an early warning.

Secondly, many departments in Indonesia that didn’t pay attention to the carbon emission reductions because of the government’s behavior that is weak and lack of highly environmental awareness with an addition of corrosive corruption issues. It caused a prolongation of moratorium of deforestation over the last two years be meaningless without the awareness of the government of President Yudhoyono.

Thirdly, the governmental regional autonomous in Indonesia become too strong, thus the verdict that related to illegal-logging or environmental awareness are the responsibilities of the governor or the regent. As a concequence, the agreement of Norwegian Government to supply one billion US Dollars of donation to overcome the climate change under the agreement of United Nations through a program of Reducing Emissions from Deforestation and Forest Degradation (REDD) became insignificant.

There are many regions that fail in arranging agreement of deforestation and overcome forest degradation to reduce carbon emissions. While in the schemes of the Community of ASEAN in 2015, this issue is going to determine the total volume of free trade in Indonesia, including to determine carbon trading to reduce environmental pollution emissions.
